The idea was actually mooted by the Delhi Scheduled Caste, Scheduled Tribe and Other Backward Classes, Minorities and Handicapped Finance and Development Corporation, which works under the aegis of the Delhi State Government. In August 2004, when it was scouting for partners in a venture to support the handicapped, Reliance Infocomm came forward and offered logistics support and overall coordination for converting rickshaws for the disabled into mobile PCOs.
